The General Convention (महाधिवेशन) is NTD's highest decision-making body. It is held every five years and is attended by delegates from all provinces, districts, and municipalities. The General Convention elects the Central Committee, sets the party's policy direction, and approves the party constitution (विधान). The dates of the next convention are announced by the Central Committee.

NTD operates at multiple levels:

• Central Committee (केन्द्रीय समिति) — national leadership elected by the General Convention
• Provincial Committees (प्रदेश समिति) — one in each of the 7 provinces
• District Committees (जिल्ला समिति) — in all 77 districts
• Municipality/Palika Committees — at local government level
• Ward-level Committees — grassroots organization

The organization also has 13 functional departments at the central level.

Nepal Tarun Dal is guided by three core principles — the same principles that define the Nepali Congress: Nationalism (राष्ट्रवाद), Democracy (लोकतन्त्र), and Socialism (समाजवाद). NTD believes in multiparty parliamentary democracy, rule of law, civil liberties, social justice, and a mixed economy that ensures equitable development for all Nepalis.

The annual NTD membership fee is Rs. 500 (five hundred rupees). This fee supports the organization's activities and programs. Payment can be made online via eSewa or Khalti, or in cash at your local NTD office.

NTD membership is open to Nepali citizens aged 18 to 40 years. Young people who are committed to democratic values and wish to serve their communities through political engagement are encouraged to join.

• In person: Visit your nearest NTD district or ward office and fill out a membership form.

Eligibility: Nepali citizen aged 18–40 who agrees to the party's democratic values. Annual membership fee is Rs. 500.

The current President of Nepal Tarun Dal is Manish Koirala (मनिश कोइराला). He was elected by the General Convention (महाधिवेशन) of Nepal Tarun Dal and leads the organization with a commitment to youth empowerment, democratic values, and national development.

Nepal Tarun Dal was founded in 2010 B.S. (1953 A.D.) by the late B.P. Koirala (Biseshwar Prasad Koirala), one of Nepal's greatest democratic leaders and former Prime Minister. The organization was established as the youth wing of the Nepali Congress to mobilize young people in the democratic movement.

Nepal Tarun Dal (NTD) is the official youth wing of the Nepali Congress, Nepal's oldest and largest democratic political party. Founded in 2010 B.S. (1953 A.D.) by B.P. Koirala, NTD is committed to the ideals of Nationalism, Democracy, and Socialism. It is Nepal's largest democratic youth organization, with branches in all 77 districts.
